The bill (Reg. No. 11382), submitted by the Cabinet of Ministers of Ukraine, aims at increasing criminal responsibility for crimes connected with circulation of documents, seals and stamps. Particularly, it is suggested to increase fine sanctions and terms of confinement. Article 358 of the Criminal Code of Ukraine is to be amended.
The bill suggests abolishing criminal responsibility for administrative infringements stipulated by articles 189 and 189-2 of the Code of Ukraine on Administrative Infringements.
People’s deputies believe it is necessary to amend current legislation abolishing criminal responsibility for illegal actions in the sphere of circulation of documents, seals and stamps.
At the same time, government considers it necessary to increase criminal responsibility for forgery of documents, stamps, seals and forms, as well as for distribution or use of forged documents, stamps, seals and forms.
Peoples’ deputies agreed with the necessity to make respective amendments.
The Committee members upheld the bill adoption of which will allow for ensuring functioning of state authorities, bodies of local self-government, associations of citizens and enterprises, institutions and organizations, etc.
